- Determine whether the current form + storage state would allow automatically saving
- If we will automatically save, show extra text in the row to indicate this.
- If not, only show the existing two rows?

Updated the designs (via InVision) to remove the disclaimer from the row, especially since there's no clean way to handle it within the context menu, which will handle most use cases for filling a suggested password anyways.
I propose that we remove the last two bullet points from the description and use this bug to handle automatic saving

We already implemented automatic saving in bug 1548857 so I guess this can be closed as WONTFIX.
