This is a followup for bug 1554317. Per the Recommendations PRD, the hover text on the Recommended badge should read: Firefox only recommends extensions that meet our standards for security and performance.
The badge should also be clickable, and link to https://support.mozilla.org/1/firefox/%VERSION%/%OS%/%LOCALE%/recommended-extensions-program
. We're deferring to UX the decision if the badge should be clickable in the card view or only in the details view.

Private Browsing badge should also be clickable and go to https://support.mozilla.org/en-US/kb/extensions-private-browsing?as=u&utm_source=inproduct
General rule: all badges are clickable

Verified the fix using the latest Nightly (70.0a1/20190825213650) under Windows 10 Pro 64-bit and macOS High Sierra 10.13.6.
The ‘Recommended’ and ‘Private Browsing’ badges are clickable in both list view and detail view (both in normal browsing as well as private browsing) and redirect users to the mentioned links. Upon hover they show the corresponding strings (‘Firefox only recommends extensions that meet our standards for security and performance’ - for the Recommended badge and ‘Allowed in private windows’ - for the Private Browsing badge).
