Steps to reproduce:

Press Shift-F7

Actual results:

The caret browsing warning dialogue appears, and the style editor only opens after it is dismissed.

(With accessibility.warn_on_browsewithcaret set to false, the style editor opens, and caret browsing is enabled.)

Expected results:

The style editor should open without enabling caret browsing or prompting about caret browsing.

I could not reproduce this locally. I will leave this untriage in the meantime so we can review this again on our next triage meeting to see if everyone else can reproduce this.
