User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:67.0) Gecko/20100101 Firefox/67.0

Steps to reproduce:

Start firefox, hit control-T to open a new tab as the browser window opens.

Note that if I wait a while before hitting control-T, I end up with both tabs. This is new behavior starting with 67.0.4. This is something I do often, as I "save tabs on close", and so I often keep one "blank" so that if I fully close firefox, there's nothing for it to reload when I start.

Actual results:

New tab opens, original tab closes

Expected results:

New tab opens, original tab remains, giving me two total tabs

I'm afraid I don't understand what the exact problem is you're experiences and what steps I should take to reproduce it on my computer. Is it possible for you to paste screenshots or a short screencast that shows the old vs. the new behavior? That would be very helpful, thanks!

I can no longer reproduce the issue in 68.0.1, so it appears to have been fixed.
