Title of Frameset document is not shown when using Tabbed browsing

Details

Behaviour: When viewing a document that uses frames, the <TITLE>title tag
content</TITLE> of the frameset is not displayed on the Tab.  Instead,
(Untitled) is displayed on the Tab. 

Expected behaviour: The TITLE tag content should be displayed on the Tab.

Additional Info:
- Repeatable using Release 1.0 on both Linux and Windows 98.
- Similar to bug #106420, which also relates to Frame Title.
- When document is loading, the proper title will be shown on the Tab for an
instant, before switching to (Untitled).
- Correct Title is shown in Mozilla's Title Bar.
- "Page Info" gives the correct Title.
- It is NOT inconsistency between the different document Titles loaded by the
frameset that causes this.

I've noticed (in exercising this bug), that the Title is more likely to appear
on the Tab if it is shorter in length.

15 characters seems reasonably reliable, but 20+ is always broken.

Linux exhibits this behaviour as well.

Should the Component for this bug been listed as "Tabbed Browser" instead of
"HTML Frames"?  It does appear to be strictly a "tabs" issue.  I cannot find any
other occurances of the TITLE being screwed up.
Further testing with yesterday's nightly (Mozilla/5.0 (X11; U; Linux i586;
en-US; rv:1.1b) Gecko/20020726), has shown that this has been fixed with the
patch applied in bug #108350.
