1561071 - "Ask me before downloading X messages" field always empty in account manager

In a news account, Server Settings, the "Ask me before downloading X messages" row, the X textbox is always empty. Even if you input a value it is not preserved.
Caused by bug 1556868.

The wsm_persist="true" had got lost in the reshuffle for that element.
