When I use the factory supplied "dark" theme on Windows 7 the menu bar and area to the right of tabbar are a light color. Among other problems, this leads to the calendar icons being badly readable. I would expect this area to be also in a dark color.
With any other lightweight themes with a dark theme there is usually a dark background in this area.
In the screenshot you also see a brighttext menu that is styled for a dark background (using my Add-on "menu On Top") - this works well with another example theme called "Dark Cubes"

Just for testing: at the moment I am using the firefox themes site to style Thunderbird as the themes on atn still need to be converted.
The quickest way to test dark themes on Thunderbird 68.0b2 currently:
- Go to https://addons.mozilla.org/en-US/firefox/themes/
- choose a dark theme, e.g. https://addons.mozilla.org/en-US/firefox/addon/nicothin-dark-magic/?src=hotness
- drag the "install theme" button into the Add-ons Manager

We are doing what FX does with the dark theme. The menu is an issue of your Add-on as originally it's in the toolbar below the tabs and has no colour issue. FX has also light icons. If I remember correctly, Windows 7 Aero has only light text on the window title made better visible with some fog around it.

Firefox 68.0.1 behaves the same, but they have no icons to the right of the tabs, except the white + (add tab) which pretty much becomes invisible when there is a bright background behind aero windows. The aero surfaces in Windows are similar to frosted glass, they let a highly blurred version of the desktop background (or other background windows) shine through.
The recommended (Webextension) themes such as "rainbow blur" remedy this by skinning the whole background with a picture or gradient. I think it would be good to have such a background for dark themes too. Once we can convert the Thunderbird lightweight themes into Web Extensions this problem won't be that pressing anymore.

The menu bar show underneath the tabs in Tb78 and is properly colored darkly with the standard dark theme.
In Firefox 81 the menu bar is on top and on a "glassed" area.
