Product would like the Picture-in-Picture implementation we've got to ride out to Beta and Dev Edition to get some feedback from users.

This also moves the enabling of the feature out from all.js into firefox.js, where it should
probably have been all along.

We're enabling user-initiated Picture-in-Picture for Windows on Firefox 69 Beta and Developer Edition to get user feedback. A forthcoming Hacks blogpost will go into further detail.
