Prerequisites:
Access FF and enter in about:config
Type devtools.responsive.metaViewport.enabled and set the value to "true"

Steps :

  1. Launch the Firefox browser and reach maps.google.com
  2. Hit Ctrl + Shift + M in order to start Responsive Design Mode.
  3. Move the map around.

Expected Results :
The User should be able to move the map without issues after entering RDM

Actual Results :
The user is unable to move the maps while in RDM.
Note: please note that after refresh the user is able to move the map.
Also note that with touch simulation off the user is able to move the map without issues.

I can reproduce. This appears to be one of a class of bugs with simulated touch events.

I just confirmed this is not dependent on the devtools.responsive.metaViewport.enabled pref. It is purely an issue with our simulation of touch events. Amending the list of blocked bugs.

Should we therefore also remove the [rdm-reserve] whiteboard flag?

This appears to be fixed in 77.a1 (Nightly), 76.0b4 (DevEdition), and 75.0 (Release). I'll close this bug, but feel free to re-open if need be.
