The changes in https://github.com/web-platform-tests/wpt/pull/17173 to "Load Ahem as a webfont everywhere (part 2)" touched the w3c-css imported tests for which the master copy is in mozilla-central. So I need to land those changes in mozilla-central in order to continue doing WPT imports from that directory.

I don't think these will break anything -- within our reftest harness they should link to a second stylesheet that doesn't exist. It appears that all of the tests were already loading Ahem through a separate stylesheet, though.

While doing this, I also noticed some misplaced </head> tags that I fixed in a separate patch.

This change updates a large number of reftests to link to the
/fonts/ahem.css stylesheet. Each file contains a single additional
line before the first <style> element:
