At firstRun multiple messages match targeting. With the new feature callout (badges) messages we require some sort of prioritization to achieve the ordering we want.

P3 because we could still work around this limitation with some more complicated targeting. Having this feature would simplify things, let's do it if we can find the time.

I have verified that the new badge messages can be set up with a "priority" field (WHATS_NEW_BADGE_70) on the latest Nightly 70.0a1 (Build ID 20190714214027) on Windows 10, macOS 10.14, and Arch Linux 14.4.3.
