The XPCOM refcount log pref in the debug prefs panel doesn't do anything
(there's no backend).  Nor is there anything reasonable that it could do, since
refcount logging is complicated and if you turn it *all* on, it would take hours
(and gigabytes) to start the browser.  So we should remove it.
