I bitrotted myself in bug 1561147 with changes in bug 1557785. Linux run tasks have to set NEED_XVFB to true in order to get the framebuffer running. Sheriffs agreed to a quick fixup instead of a backout.

Small fixup for bug 1561147 - Linux run tasks now have to set NEED_XVFB
