In ASRouterTriggerListeners.jsm there are a lot of operations that involve attaching event listeners on windows that would benefit from using EveryWindow.jsm

Additional refactoring for checkStartupFinished (same file): there is a delayedStartupPromise on every window object that we could use instead of our function. I suspect we might not even need it since EveryWindow waits for it before attaching the listeners.
