Details
From Bugzilla Helper:
User-Agent: Mozilla/5.0 (Macintosh; U; PPC; en-US; rv:1.1a) Gecko/20020611
BuildID: 2002061103
Although ‘Compose in HTML format’ is checked in ‘Mail & Newsgroups Account
Settings’, messages that use text formatting (bold, italics, different text
colours, etc.) are received in plain black-and-white without formatting.
This is true whatever mail system is used to pick the messages up in.
A formatted message received in Mozilla and then forwarded to another address,
or turned into a template and then sent out, is received correctly formatted.
If, however, such a formatted message is composed and sent from another mail
system on the same computer and then picked up in Mozilla, it arrives correctly
formatted.
This is therefore a problem of composing messages, not one of receiving them, in
Mozilla.
Reproducible: Always
Steps to Reproduce:
1. In Mail & Newsgroups Account Settings, check 'Compose in HTML format'.
2. In 'Compose', type a message, using italics, bold text, different
sizes,different colours, etc. Send.
3. Download and read message, either in Mozilla or in another mailer.
4. By comparison, compose a formatted message in another mailer, send it to own
address and download and read it in Mozilla.
Actual Results: 1 - 3: The formatted message composed in Mozilla is sent
without formatting.
4. The formatted message from another mailer is received correctly formatted.
Expected Results: In all cases, messages should be received with correct
formatting.
'Compose in HTML format' is checked in Mail & Newsgroups Accounts Settings.
Classic theme.
Other mailers used in experiments: (a) Netscape 4.79, (b) Netscape 4.79
Navigator and Mozilla Navigator in order to get messages from Hotmail.

I have discovered what is happening! Before sending a formatted message, one has
to open 'Options' and select 'Rich text format'.

Surely there should be a way of selecting 'Rich Text', 'Rich and Plain Text' or
'Plain Text Only' in such a way that the selection remains until changed, rather
than having to select an option every time one sends an e-mail?

Final comment:
On reflection, I suspect that this may be a bug in the "Preferences" system: in
'Send Format', it may be that the system does not retain the choices made.

Even more final comment!
My apologies! The fault turns out to be in my address book entries: many of the
entries were marked to receive plain text only!
