1562436 - Locked "$$$apz.fling_curve_function_x1$$$" preference appeared/showed itself in about:config/Advanced Configurations after landing patches from bug #1552643

STR:

1. Open about:config
   and see "$$$apz.fling_curve_function_x1$$$" preference with "0" value as locked,
   also what's more "apz.fling_curve_function_x1" preference with "0" value also exist as non-locked preference

I suspect that it's regression from bug #1552643.

Done. about:support from Firefox Portable with clean new fresh profile without any addons (extensions, plugins, themes, etc.), as it's also reproducible there.

I can reproduce.
It appears that the first Once StaticPref is visible in the list somehow.

If the first pref entry in the SharedPrefMap array had mIsSkippedByIteration flag set it would have been returned and as such exposed to the user.
We don't want that.

I'm confirming that bug is fixed, starting in Mozilla Firefox Nightly 69.0a1 (2019-07-02), so I'm marking this bug as VERIFIED.
