"Reload" fails to reload images

Details
If a HTML page is reloaded from a local filesystem the html and any .js it uses
are properly reloaded, but images are *NOT* reloaded. The only way to force an
image reload seems to be clearing cache memory. Clearly this isn't right as
"Reload" is generally understood to mean full and complete reload not partial.

no, reload is not complete reload.
Have you tried shift+reload ?
That works, and as usual there is no documentation whatsoever to reference it.
shift+reload is an implementation for a policy (the merits of which can be
debated) and should probably be listed in the help somewhere.

shift+reload is very old (NS4.7x).
The help ist currently incomplete but we are working on it
