In continuous integration, when we use the latest emulator, 29.0.11, we use '-gpu on' rather than '-gpu swiftshader_indirect'. In the interest of a consistent local/CI experience, 'mach android-emulator' should use the same options.

Use the same options for x86-7.0 emulator via mach as in CI.
