Details
When you open a new window, the focus is in urlbar, you type an URL and hit
Enter, the page is loaded and the focus is in the content area, so you can
pageup/pagedown etc. -> OK.
When you open a new window and hit mod+home (so that your homepage is loaded),
the focus stays in a urlbar so you cannot immediately scroll the page with
pageup/pagedown. It should be switched to a content area just like in case you
typed the URL and hit the enter key.

See also bug 130380 which tells PageUp/Down should scroll the content even when
the focus is on urlbar.
