[Description:]
When the browser.search.region is set to US (Pocket enabled) "move-up" "move-down" is missing from context menu.

[Environment:]
69.0a1 Nightly

[Steps:]
1.Launch Firefox Nightly
2.Go to about:config and set the following:
browser.search.region:US
browser.newtabpage.activity-stream.feeds.discoverystreamfeed to TRUE
3.Restart Firefox
4.Open New tab
5.Click on "..." on any of the Firefox home content sections ( Top Sites/ Recommended by Pocket etc.)

[Actual Result:]
Move-up/Move-down is missing from the context menu

[Expected Result:]
Move-up/Move-down should be present

[Notes:]
This does not happen on Firefox Beta 68.0 (20190701181138)
I will come back with a regression range ASAP

The discovery stream layout has fixed sections that don't move up/down
