Steps to reproduce:

  1. Set "network.trr.mode" to "3"
  2. Set "network.trr.uri" to "https://mozilla.cloudflare-dns.com/dns-query"
  3. Set DNS "mozilla.cloudflare-dns.com" to "127.0.0.1" in /etc/hosts to simulate network outage.
  4. Attempt to visit any website on the Internet

Actual results:

No website could be found, so I saw a cute dinosaur.

Expected results:

I realize that by setting "network.trr.mode" to 0 or 2 I would be able to fallback onto normal DNS, but preferably I could fallback onto another DoH provider. This would allow Firefox users to be exclusively rely on DoH and not have to worry about falling back to plaintext DNS.
