This is for a dedicated dev pool for q3, and then for work to upgrade the Win 10 build to 1903.

This will require:

A new MDT task sequence and separate secrets file.

A new Taskcluster clientID. This will include workerType and accessToken.

A new Ronin Puppet bootstrap script and role.

Created a new clinetID including accessToken ; https://tools.taskcluster.net/auth/clients/project%2Freleng%2Fgeneric-worker%2Fdatacenter-gecko-t-win10-64-hw-dev .

Created new tooltool token; https://tools.taskcluster.net/auth/clients/project%2Freleng%2Fservices%2Ftooltool%2Fbug1562991

Created new MDT task sequence; name: Datacenter geckotwin1064hwdev PreBootstrap, ID WIN10-DC-008.

Created new secrets directory for the MDT task sequences to copy from; ProvisnShare\Scripts\Ronin-Puppet\devsecrets.

Included in the secrets directory is an unique gpg key and vault file. The vault file contains the tokens mentioned above and an unique administrator password.

The attached link contains the new bootstrap script and role manifest. Once this pull request is approved we can roll out a pool quickly.
