When the URL bar is focused, the Touch Bar should display some contextual items that surface the filters for Bookmarks/History/Synced Tabs/etc.
First, the Touch Bar will need to support NSPopoverTouchBarItem and NSScroll View. Once that's done, we'll need to write the hooks between these new inputs and the URL bar and finally the code to insert search shortcuts into the URL bar when the new inputs are pressed.

This patch and bug 1521893 both require a bunch of rebasing for either to be on top of the other. I'm hoping to re-land bug 1521893 before this one is finished, and all the rebase work is done on this patch already, so I'm setting the other as blocking.
