1563487 - Set default panel works only after restarting Fennec

Environment
Device: Huawei mediaPad M3 Lite10(Android 7.0)
Build:

• Firefox Nightly 68.0a1(2019-07-04)
• Firefox Nightly 69.0a1(2019-07-03)
• Firefox Release Beta 68.0b14
• Firefox Release 67.0.3

Steps to reproduce:

1. Open Fennec browser and a site at choice.
2. Go to "Menu"/"Settings"/"General"/"Home".
3. From "Panels" section choose a different panel to be default then "Top Sites".(I choose panel "History".)
4. From the pop-up choose "Set as default" option.
5. Go back from settings and tap on URL bar.
6. Go to "Menu"/"Settings"/"General"/"Home".
7. From "Panels" section choose "Bookmark" panel to be default.

Expected Result: The "Bookmark" panel is set as default.
Actual Result: The previous default panel is "highlighted".

NOTE:

1. As pre-requisites you need to have a site open.
2. When about:home is set the "Set Default" functionality for panels works correctly.
3. A restart of the browser solves the issue.
4. I managed to reproduced the issue until now only with the mentioned device.
