- open bookmarks with paint flashing on
- mouse over the +/- triggers for opening/closing folders. You'll see the trigger
flash. There's no need for that. the image doesn't change.

toolbar, throbber, triggers in bookmarks, etc) that has an image

We nolonger repaints the button on mouseovers unless it necessary on WIN32. This
was fixed by XP paint jockey work so all platforms should work correctly now. It
does paint when mousing over active toolbar buttons because they DO change their
appearance onmouseover.

Assigning to dcone to confirm the bug is fixed on the Mac.

last time i wnet down this route i discovered I couldn't turn paint-flashing on in optimized
builds. Pink or dcone, could you please mark this verified or at least say so.
