Debug geckoview mochitests are running reliably now and can be bumped to tier 1.

Debug mochitests are running as well as opt now, and sufficient for tier 1.

Geoff, I had a note that making mochitest-plain tier 1 was blocked by timeout bug 1534732, which is still open. Does that bug still block?
