Preconditions

• Downloads arrow moved to Overflow Menu.

Steps to reproduce

1. Launch Firefox with a clean profile and start a random download.
2. Open Overflow Menu -> Downloads.
3. Hover over the first item from the download list.

Expected result

• Hover effect when mouse over downloaded/downloading file.

Actual result

• No hover is displayed.

Regression Range

• Reproducible with Firefox 61.0a1 (20180503220110). I will search for one ASAP.

Additional Notes

• I observed that sometimes after a while the hover is working for the first item in the list. I don't know what triggers it to work.
• The issue is not reproducible on Windows 10x64 or macOS 10.14.
• Attached a screen recording with the issue.

The good build: Unable to reproduce the issue, because the download lists open in Library window instead of subview
The bad build: I can reproduce the issue.

And I think this is the downloads subview implementation problem.

Happy to take a patch for 70 or beyond, but since this has a P5 priority set, I'm marking this fix-optional now to remove it from weekly triage.

The issue still occurs with Firefox 93.0a1, Firefox 92.0b8 and Firefox 91.0.2 on Ubuntu 20.04.

When two or more items are present in the downloads panel, the latest item downloaded won't have a hover highlight.
