1564144 - Sometimes moving focus with down arrow key skips completions (> 2nd) and goes to search engine icon

STR (sometimes and I'm not exactly sure what conditions cause it but it happens at least daily):

1. type in a few characters of a URL I'd like to go to
2. press the down arrow (it seems to need to be > 3 down arrow key presses)

Expected

• focus keeps descending through the potential suggestions

Actual (again, sometimes)

• focus moves to the search engine icons at the bottom of the suggested completions

I couldn't figure out how to take a full screen recording (the completions window wasn't captured) but I recorded from my phone: https://www.dropbox.com/s/9yoli6gezu4xxcy/2019-07-08%2010.54.09.mov?dl=0 . You can even see how I couldn't make it happen the first time I tried but was able to the second time :)
