User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:67.0) Gecko/20100101 Firefox/67.0

Steps to reproduce:

In Options > General > Startup enable "Restore previous session".
Make sure there is only one window and one tab open. (It helps to load a recognisable page.)
Close the tab, thereby closing Firefox.
Restart Firefox.

Actual results:

The previously closed tab is reopened.

Expected results:

The tab should respect that it was closed and Firefox should start a new blank window.

Note that this is similar to, but not the same as https://bugzilla.mozilla.org/show_bug.cgi?id=628043
