Do a quick battery life test for Nvidia laptops with WR on

Details
- Locate a Windows 10 laptop with a qualified nvidia graphics card
- Ensure it is fully charged
- Run some infinitely-animating page in Firefox nightly with WR force-enabled
- Record time until battery death
Repeat with WR off and record time. If the time delta is something large (10%? 15%?) then it will need investigation. Otherwise we can try to turn on WR for that population in 70.
Maybe also repeat with a number of different infinitely-animating pages.

Apparently people tried to do this in some reproducible way and it was hard.
