As part of the work for Skyline the What's new Panel will feature release notes and important user messaging for that release.
We need a reliable way to differentiate between new users and users that upgraded in order to decide who will see these messages.

I have verified that the What's New toolbar button correctly appears after a browser update if set up to do so on the latest Nightly 70.0a1 (Build ID 20190721215935) on Windows 10, macOS 10.14, and Arch Linux 4.14.3.
