Bookmarks Menu not selected by default after opening Bookmarks

User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:56.0) Gecko/20100101 Firefox/56.0
Steps to reproduce:
Open Bookmark Library by pressing Shift+Control+o
Press Tab key
Actual results:
Bookmarks was opened (as expected) but "Bookmarks Menu" folder was not selected, so pressing Tab didn't do anything
Expected results:
Bookmarks should be opened, with "Bookmarks Menu" selected, so pressing Tab key should have moved the selection between the folders

I don't think that we are supposed to focus the Bookmarks Menu, we are supposed to open Other Bookmarks and focus the first bookmark.
Also, if this isreally about version 56, that version is too old, you should upgrade because you are exposed to security issues.

I am using version 68.0.1, which is why I selected "Version: 68 Branch" when I created the bug report. Perhaps the system is confused since I use User-Agent switcher?
I don't use the other "Other Bookmarks" folder, so there are no bookmarks in that folder, which leads to nothing having focus when I open Bookmarks. The decision of using "Other Bookmarks" is another debate ... But the result for me is that nothing has focus when I open my Bookmarks.
