User Agent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:67.0) Gecko/20100101 Firefox/67.0

Steps to reproduce:

Scenario 1:
Select url from the address bar.
Drag and drop it onto the Window's desktop.

Scenario 2:
Select url from the address bar.
Drag and drop it into to another application (e.g. Notepad++, another browser).

Actual results:

Scenario 1:
Does not create shortcut on Window's desktop.

Scenario 2:
Does not copy/send url to another application (where they do accept drag-n-drop requests).

In both scenarios, the mouse cursor changes from drag/move to not allowed when mouse moves outside of Firefox. Firefox does not drop the text into the other applications.

Expected results:

Scenario 1:
Short cut created on desktop

Scenario 2:
Other applications recieved the dragged url/text.

NB: As a workaround to this bug/issued, I've rolled back Firefox to version 67.0.4.
To do this, download 67.0.4 and uninstall 68.0. Then disable internet connection, install 67.0.04 and disable automatically install latest version of Firefox. Then enable internet connection.

hello, thank you for the report - this basically sounds like the same underlying cause as in bug 1564808, so i'll dupe it over.
