Sounds like the plan is a rollout to 70 release, so the pref should still be off in 70 beta. And for usual rollout behavior set the default to true for all channels in 71.
We should probably switch the default on in nightly 70.

There's EARLY_BETA_OR_EARLIER to get wider beta testing. Typically this is cleared around mid beta ~12, so for 70 that's around october 1st, so we'll be able to get some testing with live messages when bug 1561374 publishes messages in september.
The pref needs to be default false in release for rollout.

Sorry, I misunderstood. I see bug 1565558 now, and because this is a new pref in 70, we can just set the pref to true
and allow the holdback set the pref to false

I have verified this on Latest Firefox Nightly 71.0a1 (Build ID: 20190902213933) and Firefox Beta 70.0b3 (Build ID: 20190902191027) on Windows 10 x64, Mac 10.14.5 and Arch Linux 4.16.6 x64.
The browser.messaging-system.whatsNewPanel.enabled
preference is correctly preset to true
