Bug 1560442 added support code for a separate rust tier. That gets us 90% of the way to being able to manually request building only rust code.
As a matter of fact, mach build recurse_rust currently works, but is unintuitive and rather long. It would be nicer if mach build rust worked, without setting MOZ_RUST_TIER, while keeping the rust build in the compile tier by default.

At the same time, make things a little more tangible in the tiers setup
in baseconfig.mk.
