1565853 - Add support for MULTI_SZ and EXPANDED_SZ for Windows GPO

For the new download policies, I should have added support for expanded registry entries to allow things like %LOCALAPPDATA%

In addition, I should have added support for MULTI_SZ strings which allow the new ExtensionSettings policy to be placed in a multi line entry field instead of a single line text field.

This is a very small policy only patch that will be very nice to have with the first 68 update (which enables the ExtensionSettings GPO)

Policy Engine improvement allowing for more registry key types to be supported. Approved for 69.0b9 and 68.1esr.
