1566014 - WebRender draw broken outlines on some CSS-filtered elements

Attachment: broken-outline.html

Steps to reproduce:

0. Open the attached 'broken-outline.html'
1. Click the first text input, then a normal outline appears
2. Click the second text input, then a broken outline will appear

Expected result:
The two outlines should have the same appearance.

It works fine with a profile of which 'gfx.webrender.force-disabled' is set to true. So this should be a WebRender-related regression.
