Steps to reproduce:

Cannot drag and drop URL from location bar (or lockpad icon) to Windows desktop or to any Windows Folder. You can drag the URL to any field inside the webpage in FF, but not to desktop or any folder.
Issue discovered on FF 68 64 bits on Windows 7 64 bits.
Also tested on Windows 10, the issue is present.
Tested 32 bits version of FF 68, the issue is still present.
Tested older versions of FF (66, 67), both 32 and 64 bits versions, the issue is not present in those versions, only on 68 version.

Actual results:

Cannot drag and drop URL from address bar or from padlock icon to desktop or to any folder, the cursor changes to "forbidden" icon instead of creating shortcut on desktop

Expected results:

A shortcut to the desired webpage should be created on drag and drop an url from FF to desktop or to any Windows Folder.
