1566740 - Create docker hub repositories for the rest of scriptworkers

We are currently working on dockerizing all scriptworkers and we would need the following repositories to be crated with granting "mozillarelengservices" account push access:

• signingscript
• balrogscript
• bouncerscript
• pushsnapscript
• addonscript
• pushapkscript
• treescript
• treestatus
• tooltool
• mapper

As you can see I also included tooltool, treestatus and mapper since we will migrate them out from mozilla/release-services repository and also out of the docker hub repository. I will create a separate ticket to delete mozilla/release-services dockerhub repository once i'm done with migration.

Shall we prefix them with something, maybe releng-tooltool, releng-mapper, etc?

I've created all the repos and prefixed them with "releng-".
