The Report Fraud page won't let users submit reports if they upload any file (the page is supposed to allow at attachment to be uploaded)

I can reproduce this in both Firefox and Chrome, on a Macbook Pro.

The page is configured to allow "Images only. Maximum file size is 5 MB."

I tried with very small (under 1MB) .jpg and .png and had no success when attempting to submit.

This now seems to work for me (we are also getting some images submitted). Not sure if it got fixed for all users?
