For building Gecko/Android on Windows.

Summary: Don't use _DEPND_CFLAG for host compiler when host and target is different type → Don't use _DEPEND_CFLAG for host compiler when host and target is different type

Actually we set _DEPEND_CFLAGS to both host and target compiler. But if host and target are different compiler type, we may pass invalid option.
