I want to have good docs about libpref in the tree. My plan is to combine the two existing major pieces of documentation.
- All About Prefs, which is pretty good, though a bit out-of-date in places, and almost impossible to discover.
- kmag's description of the shared memory changes.
The documentation will be in reST format, processed via Sphinx, and thus be put onto https://firefox-source-docs.mozilla.org/.

This is a combination of the All About Prefs google doc and kmag's description
of the shared memory work in
https://bugzilla.mozilla.org/show_bug.cgi?id=1471025#c95, with some updates and
tweaks.
