Steps to reproduce:

Start FF
Settings -> enable Hide Images
Open any website.
All images are loaded and displayed
Settings -> Toggle Hide Images : Result Images are hidden.
Open new tab with Hide Images enabled -> Images are loaded and displayed.
Actual results:
Images are displayed.
Expected results:
Images not displayed.
Behaviour has changed from the previous versions. In earlier versions with Hide Images enabled, the images would actually be hidden, and hopefully not downloaded. On a personal note, which is likely out of scope on Bugzilla, I used Firefox specifically not to download the images and save my 500Mb mobile data plan.
