Addition of a section that can be defined in a layout that'll be used to display a section of sponsored or promoted content.

This would need some sort of dismiss functionality.

To test:

1. Ensure you can see spocs
2. Set "browser.newtabpage.activity-stream.discoverystream.spocs-endpoint" to https://spocs.getpocket.com/spocs?site=1116390
3. Set "browser.newtabpage.activity-stream.discoverystream.isCollectionDismissible" to true
4. Open a newtab.

I have verified that the Sponsored collection component and the existing components are displayed correctly by following the steps from comment 5 and using the latest Firefox Nightly 75.0a1 (Build ID: 20200220224950) on Windows 10 x64, macOS 10.15 and Ubuntu Linux 18.04 x64.
