locale, or are there other locales within the CA geo we should enable as well?

You mean match the existing behavior of activity stream showing pocket section? It's turned on for all en-* locales for US and CA while comment 3 says only 2 locales. Or match the behavior of discovery stream enabled on certain locales for US and CA on nightly?

I have verified this issue with the latest Firefox Nightly (70.0a1 Build ID - 20190811215021) installed, on Windows 10 x64, Arch Linux and Mac 10.14.5. Now, "DS" is turned on for the "CA" region.
