Confirming this issue as verified fixed on 70.0a1 (2019-08-15) with Windows 10x64 , Ubuntu 18.04 and macOS 10.14.6. The message is displayed in the Panel.

Although I do have a question:
Checking the design documents from https://mozilla.invisionapp.com/share/RARKT5F7KDH#/screens/360900829, it can be noticed that the shield displayed is a little bit different from the one contained inside the browser. Inside the browser the exclamation mark with the yellow background is missing.
Can someone please confirm if this is intended?

The background image was updated but the design doc still shows the old version.
