Going through preferences it is possible to open more than one about:logins tab. Similar to about:addons it should re-use an already open tab showing about:logins.

Mass move to about:logins

Component: Password Manager → about:logins
Product: Toolkit → Firefox
Version: 68 Branch → unspecified

The reason we didn't do this is because the user can lose context of the tab they were on if the existing about:logins tab far away on the tab strip or is in a different window. This would be better solved by showing logins in a sidebar when accessed from a contextual entry point.

Hi MattN - This bug was flagged for the UX Systems team (we're working to standardize and document product design) and we reviewed this UI behavior. We'd like to have the menu item for about:logins behave as the other about:* pages do. Will you update the menu so that if a user has Logins and passwords open in a tab, they return to that tab instead of opening a new one? (Note - we understand and discussed your concern about returning to a tab that is in a different window, and are considering a change to that but want to address it globally and holistically, so will just ask that about:logins follows the established precedent for now.)

Please let me know if you have questions or concerns.

That isn't normal behaviour for about: pages, only about:preferences has that behaviour btw.

The previously discussed solution is to not open a tab when accessing logins in the context of the page (like the previous behaviour before about:logins existed). That wouldn't have the issue I raised and also wouldn't have the complexity/quirks of the tab re-use behaviour. If we go ahead with re-using tabs then we should at least fix bug 1598464 first so that we don't have to handle changing the filter string. Re-using an existing tab also has issues with data loss… if the user was in the middle of an edit we would have to handle not re-using the tab until the user interacted with the discard dialog. I think re-using the tab is much more complicated than it seems and it's not a great UX for users with many tabs.
