help for pref-cache needs work

in order to make the pref dialog actually fit i've removed silly explanatory text.
bug 125567
since the pref dialog has a help button which links to help for the panel, i'd
like to suggest that pieces of what i've removed be added to it.

at the very least, some 'cache' string in the help panel should link to
glossary:cache.

Also, could someone add 'fetch' to the glossary?

requested target milestone: 1.1beta -- because the old descriptive text should
be gone by then.

The text that will be (but hasn't been) removed:

  The cache keeps copies of frequently visited web pages on your
  hard disk. This reduces the amount of time you are connected to
  the Internet. (Clicking Reload always shows you the latest
  version of a page.)

Timeless, the change you were referring to:

- The cache keeps copies of frequently visited web pages
- on your hard disk. This reduces the amount of time you

+ Cache stores pages you visit for quicker access when
