summary says it all: we should implement a frontend for basic appearance prefs: * link colors * text and background colors * underlining links should prolly also have basic font prefs (see bug 153715)...
i'm also tempted to add control of animated images here, but not sure if that'd complicate the ui...

vrfy'd fixed with 2002.07.18.05 nb. the Appearance tabs (currently colors/links and fonts) are now implemented. any functionality issues, new requests, etc, should now be filed as separate bugs.
