1568584 - Remove all l10n strings used to format units

With landing of bug 1566410, we gain ability to format numbers using Intl.NumberFormat.

Once the feature is enabled to ride trains, we should remove all strings and code that is currently used to format things like "5 kb", "5 mb/s", "12 meters", "9 yards" etc.

All of them can be ["short", "narrow", "long"].

Do we have a bug that tracks shipping on the trains?

No, there isn't yet a bug to enable it by default. We're likely going to wait shipping it until the remaining open spec issues are resolved, but if necessary/useful we could also always enable it for the mozIntl object, similarly how mozIntl.DateTimeFormat has some extra capabilities compared to the normal Intl.DateTimeFormat.
